Ifugao State University (IFSU) University President, Dr. Eva Marie Codamon-Dugyon, spearheaded a call for a strong collaborative effort between police, the community, and the academe to ensure a safer Ifugao. She addressed the 2nd Advisory Group for Police Transformation and Development Summit today, April 12, 2024.

Themed "Munbinaddang: Strengthening the Police Advisory Groups through Collaboration towards Genuine and Lasting Police Transformation and Good Governance for a Safer Ifugao Province," the summit aimed to build a strong and credible police service working closely with the community.

Dr. Dugyon echoed the importance of collaboration between the Philippine National Police (PNP) and Police Advisory Groups (PAGs). "Munbinaddang," she reiterated, signifies "working together" in Ifugao, emphasizing the summit's core principle.

The University top official added that the PNP brings expertise in law enforcement, while PAGs offer deep local knowledge. โ€œThis synergy fosters trust, transparency, and accountability โ€“ all very important elements for genuine and lasting police transformation,โ€ she pointed out.

Dr. Dugyon recognized the need to empower Police Advisory Groups (PAGs) and proposed approaches. She emphasized the importance of regular training on relevant topics such as police procedures, conflict resolution, and human rights. This will equip PAG members with the knowledge necessary to provide effective advice. Dr. Dugyon also called for regular meetings and open dialogue between the PNP and PAGs. This fosters collaboration by ensuring a free exchange of ideas and concerns. Moreover, she acknowledged the need for dedicated personnel, office space, and logistical support. These resources are essential for PAGs to function effectively and fulfill their duties.

The IFSU Chiefย  likewise stressed the importance of partnership between government, PNP, PAGs, citizens, and institutions like IFSU. โ€œThis gathering also holds particular importance because it aligns perfectly with the core value we hold dear at IFSU. Just as the Philippine National Police operates under the guiding principle of Service, our University's foundation is built upon its core value of Service,โ€ she quipped.

PLtCol. Samson Kimayong, Chair of the Technical Working Group, highlighted the summit's alignment with the PNP's long-term transformation program, PNP PATROL Plan 2030.

Held at the IFSU Heritage Convention Hall, participants, including police personnel, non-uniformed personnel, and stakeholders, addressed Ifugaoโ€™s prevailing issues like rape, illegal gambling, theft, and physical injuries.
