Dr. Serafin L. Ngohayon graduated as Magna Cum Laude with the degree Bachelor of Arts major in Psychology at Isabela State University, Echague, Isabela in April 1990 when he was 23 years old. While working in the same university, he pursued and finished Master of Arts in Teaching in 1993. He was pursuing Doctor of Philosophy in Institutional Development Management (36 units) when his application for a Scholarship was approved by the Japanese Government. Thus, in April 1996, he formally started his studies in Hiroshima University, Hiroshima City, Japan where he finished his Intensive Japanese Language Course in 1997, his Master in Psychology in 1999 and his Doctor of Philosophy in Psychology in 2002.Leadership Principles and Core Values
As a greenhorn thrust to assume the gigantic role of leading IFSU, Dr. Ngohayon relied on his common sense or practical knowledge gained from his vast experience of organizing, leading and managing student organizations and dormitories for boys. While he practiced democratic means of building consensus and making decisions, he is very firm in implementing and following policies without fear or favor. He puts priority and premium on what is fair and just over personal attachments and considerations. He gives everybody a chance to shine and contribute to the development of the organization. Forever, a humanist/ behaviorist, he believes that among the three (3) major resources (M’s) of management, Man, Money, Machine, man is the most important, and the greatest challenge for a leader is how to harness the potentials of each and every employee, give them the best role/ function to perform and unite them all towards the organization’s direction. He simply puts into practice the four leadership roles of Planning, Organization/ Staffing, Implementing and Monitoring by setting clear directions, procedures, policies and actions after due consultation and involvement of all concerned.
He facilitated the crafting of the 8-Year Development Plan of ISCAF (2003-2011), setting a new but clear vision, mission, goals and objectives of the University. He next initiated a search process of qualified people to be designated in different positions after laying the criteria for selection. He made possible the setting of a clearer and fairer hiring and promotion system that would ensure that those to be hired and promoted are indeed the best and the brightest. A dynamic reward system was put in place in all areas of the College while a welloiled grievance machinery was instituted to look into employees abuses and violations. Feedback mechanisms were instituted to continuously gather feedbacks from all stakeholders for consideration. Plans and programs were conscientiously implemented and monitored vis-àvis clear measures of Success or failures.
With all these in place, the College moved towards greater heights capped by a significant improvement in the Level of ISCAF from being a SUC Level I to SUC Level IIIA.Then in 2009, with less than seven years working on the 8-Year Development Plan (2003-2011),Dr.Serafin L.Ngohayon once again proved his mettle as an administrator, a leader, and a public servant by propelling ISCAF to the next level of academic achievement with the transformation of ISCAF to Ifugao State University (IFSU). Through his undaunted leadership and sheer determination, coupled with the concerted effort and support of the faculty, staff, and stakeholders, ISCAF was converted into now the IFSU by virtue of RA 9720, which was signed into law on October 14, 2009.
